The BPA is a federal agency in Portland, Oregon. It sells and delivers electricity from 31 federal dams in the Pacific Northwest and other sources.
BPA Watch was created in 2007 by Daniel Seligman, who worked for two decades on behalf of publicly-owned electric utilities in the region. Dan is an attorney-at-law and the principal in the Columbia Research Corp. He paid for the preparation and maintenance of the website, and wrote 10 detailed newsletters during its existence.
